Pyro will never be fully implemented into the game; he was merely a test/easter egg from the developers, but due to copyright laws he wouldn't be allowed into Don't Starve as their characters are part of their product unless if ValvE was endorsed. The Wilson Weave and the Ham Shank was a short cross-promotional item for Team Fortress 2, given rights to be used in the game by Klei.

He was an easter egg test that's true (which I'm dissapointed about), but the thing is, Klei can ask ValvE via twitter (like how Redigit did with the Portal Gun in Terraria) if they can put Pyro in Don't Starve. Of course ValvE would probably say "Yes" since they've endorsed items from Don't Starve in TF2 as promotional grabs.
