While they're pretty much the same, there are a few differences: Clothes include those clothes which are not made in the Dress Tab, Tam o' Shatter, Spiderhat, Moggles, and the Belt of Hunger. I'd say that Clothes has more items than the Dress Tab. Also, here we should further include some of the Nautical Tab items, the Pirate Hat and the Captain's Hat which come to my mind right away.

PS: We don't include here the Walking Stick since it's not strictly a clothe item, though it is an accessory.
