Do you happen to have SW? If so, it disables mods that only work on RoG (and I believe DS as well). Try to disable SW, just move the DLC0002 folder out of the DS/data folder of the Steam folder AND THEN disable it on Steam. To enable SW back, move the DLC0002 folder back AND THEN enable it on Steam.

In case this is not the case, you could try posting a link to your log.txt (please, use a paste service website like pastebin, gist or anything of the like.)
