If they have a mere image hidden away in the files then it is speculation with a factual basis.(that's what you said) - It's like saying that Wilbur may be just a drawing of a monkey that Klei just forgot there. We all know that this is the portrait of Wilbur, an incomplete character. This character is not implemented, so he's unimplemented. Don't you agree?

Let me give you my point of view. Just because they have an image in the files does not mean they will be implemented. It is speculation to even assume that they will be implemented. - It really does not mean they will be implemented. It means that they're unimplemented(not implemented). And we're not assuming that they will be implemented.

I hope you've understood why there's no speculated character here.
