Restrained Static is an item exclusive to Don't Starve Together, introduced in Return of Them. It is obtained by successfully aiding and defending Wagstaff in a Moonstorm from the hostile Misshapen Birds and Moonblind Crows. Doing so will cause the Moonstorm to cease and reappear elsewhere on the map.
One Restrained Static is needed to build the final stage of the Lunar Siphonator.
If the Celestial Champion was defeated, then the Celestial Champion will create it faster when replaying the quest
